Notice of Intent to Withdraw Test Laboratory Recognition
On September 8, 2025, the Federal Communications Commission's Office of Engineering and Technology (OET) released a Notice of Intent to Begin Proceedings to Withdraw Recognition against CVC Testing Technology Co., Ltd. (DA 25-799, ET Docket No. 25-272). Under sections 302(e) of the Communications Act of 1934 and sections 2.951(d)(1) and (e) of the Commission's rules, the FCC tentatively determined that CVC is owned by, controlled by, or subject to the direction of a prohibited entity.

FCC rules mandate the withdrawal of recognition for any laboratory directly or indirectly owned, directed, supervised, or controlled by a prohibited entity.
According to the FCC's factual findings, CVC operates as an accredited measurement facility in Guangzhou, China, under FCC Designation Number CN1282. The Commission discovered that CVC is a subsidiary of China National Electrical Apparatus Research Institute Co., Ltd., which in turn is a subsidiary of China National Machinery Industry Corporation (Sinomach). Sinomach is a state-owned enterprise directly managed by the central government of the PRC.
