Notice of Intent to Withdraw Accreditation Recognition
On September 8, 2025, the Federal Communications Commission's Office of Engineering and Technology (OET) issued a Notice of Intent to begin proceedings to withdraw its recognition of CQC Internet of Vehicles Technical Service Co., Ltd. (CQC-IVTS, Designation No. CN1329) as an accredited test laboratory.
The action was taken under section 302(e) of the Communications Act of 1934 and sections 2.951(d)(1) and (e) of the Commission's rules, following the framework established in the Equipment Authorization Integrity Report and Order (ET Docket No. 24-136, FCC 25-27).
OET made a tentative determination that CQC-IVTS is owned by, controlled by, or subject to the direction of the People's Republic of China (PRC), which is classified as a prohibited entity under section 2.902 of the Commission's rules and 15 CFR § 791.4.
- Designation Number: CN1329
- FCC Docket: ET Docket No. 25-271
- Order Reference: DA 25-798
- Response Deadline: October 14, 2025
Corporate Ownership Structure and National Security Review
CQC-IVTS is a Shenzhen-based testing facility accredited by A2LA and recognized by the FCC since 2022 to conduct compliance testing for radio frequency devices across multiple scopes, including unintentional radiators, intentional radiators, ISM equipment, UWB, and commercial mobile services.
According to the Commission's findings, CQC-IVTS is a wholly-owned subsidiary of China Quality Certification Center (CQC), operating under China Certification and Inspection Group Co., Ltd. (CCIC Group). CCIC Group is a state-owned enterprise supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) of the PRC.
Because SASAC exercises direct oversight and control over state-owned assets under mandates from the Central Committee of the Chinese Communist Party, OET tentatively concluded that the PRC possesses the power to direct or decide important matters affecting CQC-IVTS.
