Interference Complaint and Field Investigation
On September 25, 2025, the Federal Communications Commission (FCC) Enforcement Bureau issued a Notice of Unlicensed Operation (NOUO) to F&F Realty Partners, LLC of Skokie, Illinois under Case Number EB-FIELDNER-24-00036797.
The enforcement action stems from an interference complaint submitted by Nextel West Corp., a wholly-owned subsidiary of T-Mobile USA, Inc. The complaint reported interference impacting T-Mobile's licensed cellular communications system operating in the 1885-1890 MHz band in Rosemont, Illinois.
On May 20, 2025, agents from the FCC Enforcement Bureau conducted an on-site investigation at a hotel property in Rosemont operated by F&F Realty Partners, LLC. The agents determined that Telematrix Inc. cordless telephones, Model 9600MWD5, were generating spurious emissions in the 1883-1893 MHz band.
Regulatory Violations and Certification Limits
Under Section 301 of the Communications Act of 1934, as amended (47 U.S.C. 301), radio transmitting equipment must be licensed unless it operates strictly under Part 15 rules for unlicensed devices. Operation under Part 15 requires full compliance with technical standards and equipment authorization parameters.
FCC records show that the Telematrix Inc. cordless telephones are certified under FCC ID WAJ-9602MWD for operation strictly on frequencies between 1921.536 and 1928.448 MHz. Operating the devices on frequencies between 1883-1893 MHz falls outside the scope of Part 15 compliance.
Because F&F Realty Partners, LLC holds no FCC license to transmit on the 1883-1893 MHz band in Rosemont, Illinois, the transmissions constitute unauthorized operation in violation of Section 301 of the Act and Part 15 regulations.
