Overview of the Order
On January 20, 2026, the Federal Communications Commission's Office of Engineering and Technology (OET) and Public Safety and Homeland Security Bureau (PSHSB) released an Order (DA 26-66) in ET Docket No. 25-85 concerning Luminys Systems Corporation (FRN 0035664952).
Through this Order, the Chiefs of OET and PSHSB directed the FCC Laboratory Division to withdraw its letters setting aside the grants of equipment authorization held by Luminys and officially terminated the show cause proceeding.
Procedural History and Show Cause Orders
The proceeding originated on February 13, 2025, when the Bureaus issued an Order to Show Cause (DA 25-128) directing Luminys to show cause why the Commission should not revoke equipment authorizations held by Luminys for FCC ID 2BHIITG113A. The initial order was based on questions regarding statements made in applications concerning section 2.903 of the Commission's rules.
Luminys submitted a timely response on February 21, 2025. Subsequently, on June 6, 2025, the Bureaus issued a Second Order to Show Cause (DA 25-488) on the basis that the equipment at issue appeared to be produced by an affiliate of an entity named on the Covered List. Luminys submitted a response to the second order on June 16, 2025.
- Order to Show Cause (DA 25-128): Issued February 13, 2025; response filed February 21, 2025.
- Second Order to Show Cause (DA 25-488): Issued June 6, 2025; response filed June 16, 2025.
- Supplemental Response: Filed by Luminys on January 6, 2026.
Supplemental Response and Bureau Findings
On January 6, 2026, Luminys filed a supplemental response stating that Dahua USA had been formally dissolved as a legal entity as of December 31, 2025, following a Certificate of Dissolution filed with the California Secretary of State on December 17, 2025. Luminys also confirmed that it completed the transitional sale of Dahua-branded products produced by Zhejiang Dahua and its affiliates or subsidiaries, and would not fulfill any orders for Dahua-branded products after December 31, 2025.
Following review, the Bureaus concluded that Luminys is not an entity identified on the Covered List and that equipment produced by Luminys is not currently prohibited from receiving an equipment authorization pursuant to section 2.903 of the Commission's rules.
